Pokemon Gold and Silver - Pokémon Loyalty
There is a special stat called "loyalty" that determines how well you raise your Pokémon. However, you can't tell exactly how loyal your Pokémon are without a little work.
The loyalty of your Pokémon depends on your actions on them. To get an idea of loyalty, talk to the lady in Goldenrod City and she'll check one of your Pokémon for you. What she says will determine the approximate loyalty of your Pokémon.

Pokémon caught with the Friend Ball start with a happiness of 200; Pokémon caught with any other ball (or obtained internally) start with its base happiness (in Gold/Silver/Crystal, this is 70). A Pokémon hatched from an egg starts with a happiness of 120. Here are the ways to raise or lower loyalty.

So, it's best to get a haircut on Saturdays.
